Publication Ethics and Plagiarism policy and Publication Process

The publication of a peer reviewed journal requires continuous work, responsibility, liability and collaboration from all involved parties: authors, reviewers, editors and board members. The editors have the responsibility of keeping/monitoring the publishing ethics and maintaining the academic record. The Executive and Advisory Editorial Board assume their responsibility on verifying the articles of fraudulent data or plagiarism. The editorial team’s goal is to maintain the publication at the highest publication standards, implying: good quality, original, research based articles, but also corrections, clarifications, retractions and apologies, if needed. We appreciate the contributions of every involved party to the work that we publish.

Authorship
  • All submitted papers are subject to strict blind peer review process by at least three national and international reviewers;
  • The rejected articles are not being resent for reviewing;
  • The papers before being sent for reviewing are first checked by anti-plagiarism software. Authors should provide all sources of data used in the research. Authors' responsibilities
  • Authors must ensure that the submitted article is their original work, which has not been previously published;
  • Authors must ensure that the submitted article has not been considered for publication elsewhere;
  • must state that all data in the paper are real and authentic;
  • Authors must report any errors in their published paper to the Editors;
  • Authors should provide revised version of their article, according to the reviewers' recommendations.
Reviewers' responsibilities
  • Any manuscript received for reviewing will be treated as confidential document;
  • Reviewers should identify relevant published work that has not been cited by the authors;
  • Reviews should be conducted objectively, and observations should be formulated clearly with supporting arguments, so that authors can use them for improving the paper;
  • Reviewers should inform the editors on any substantial similarity between the manuscript under consideration and any other published paper;

  • Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Editors' responsibilities
  • Editors decide which of the articles submitted to the journal should be published;
  • Are responsible for the contents and overall quality of the publication;
  • Editors should evaluate manuscripts exclusively on the basis of their academic merit;
  • Peer review assists the editors in making editorial decisions. Editors should publish only peer reviewed accepted articles;
  • Editors should have a clear picture of a research's funding sources;
  • An editor must not use unpublished information in the editor's own research without the express written consent of the author.
Criteria for authorship

The ICMJE recommends that authorship be based on the following 4 criteria:

  • Substantial contributions to the conception or design of the work; or the acquisition, analysis, or interpretation of data for the work; AND
  • Drafting the work or revising it critically for important intellectual content; AND
  • Final approval of the version to be published; AND
  • Agreement to be accountable for all aspects of the work in ensuring that questions related to the accuracy or integrity of any part of the work are appropriately investigated and resolved.

In addition to being accountable for the parts of the work he or she has done, an author should be able to identify which co-authors are responsible for specific other parts of the work. In addition, authors should have confidence in the integrity of the contributions of their co-authors.

All those designated as authors should meet all four criteria for authorship, and all who meet the four criteria should be identified as authors. Those who do not meet all four criteria should be acknowledged

Plagiarism means copying of ideas, text, data and other creative work (e.g. tables, figures and graphs) and presenting it as original research without proper citation. We define plagiarism as a case in which a paper reproduces another work with at least 25% similarity and without citation.

If evidence of plagiarism is found before/after acceptance or after publication of the paper, the author will be offered a chance for rebuttal. If the arguments are not found to be satisfactory, the manuscript will be retracted and the author sanctioned from publishing papers for a period to be determined by the responsible Editor(s)

Publishing Process
  1. Author submits a manuscript

The manuscript meets the basic requirements of SciEP. At least two reviewers will be located by the journal editor, who will send each reviewer a copy of the paper.

Return for revision If your manuscript has not passed the preliminary review, the review comment will be returned to you for revision.

Rejection without peer review While manuscript have to go through the peer review process in order to be published, they can be rejected without peer review. For high-impact, general science journals, the majority of submitted papers may be rejected in this manner. While this may appear surprising or disturbing, it is essential to understand the underlying reasons and the inevitability of this undesired aspect of the research publication process. There could be many reasons for rejection without review:

  1. Content of the article is not within the scope of the journal.
  2. Non-conformity with journal style, format or guidelines.
  3. Duplication or large overlap with existing work or apparent plagiarism.
  4. Results are not novel or significant enough; lead to only an incremental advance in field.
  5. Article is too specialized/in-depth or superficial.
  6. Limited interest to journal target audience.
  7. Poor quality of research.
  8. Results or interpretation are too preliminary or speculative.
  9. Lack of clarity/conciseness in presentation.

Once peer review has been completed, the original author(s) of the article will modify their submission in line with the reviewers' comments, and this is repeated until the editor is satisfied.

Review Decisions by Reviewers and Editors:
  1. Accept in present form
  2. The reviewer will decide that the manuscript is ready for publication in its present form when at least two reviewers are in agreement. The associate editor will sum up the results of the review and report them to the chief editors. The secretary will then send an acceptance letter to the author on behalf of the chief editors. The paper will be moved to final editing for online publication.

  3. Revision Required
  4. The reviewer will decide that the paper is not ready for publication and needs revision when at least two reviewers are in agreement. The associate editor will send the reviewers’ comments to the author for revision. The author should include with his(her) resubmitted version a new cover letter that includes a point-by-point response to the reviewers' and editors' comments, including an explanation of how you have altered your manuscript in response to these, and an estimation of the length of the revised version with figures/tables.

  5. Declined final
  6. The reviewers will decide that the paper is inappropriate for publication when at least two reviewers are in agreement. No revisions will be requested for further consideration. The paper may not be resubmitted without substantial revision.

  7. Copy Editing and Typesetting
  8. Copy editing seeks to ensure that an article conforms to the journal's house style, that all of the referencing and labelling is correct, and that there are no spelling or grammatical errors. Typesetting deals with the appearance of the article — layouts, fonts, headings etc., both for print and online publication. Copy editing and typesetting are carried out by copyeditors (also called subeditors), who refine it so that the text and figures are readable and clear to those outside the immediate field; choose keywords to maximize visibility in online searches as well as suitable for indexing services; and ensure that the papers conform to house style. The copyeditors are happy to give advice to authors whose native language is not English, and will edit those papers with special care.

  9. Proof Reading
  10. The typeset first proofs are sent to the author electronically as a PDF. Corrections to the proofs should be minor – authors should not rewrite or make substantial additions.

Permissions

Authors wishing to include figures, tables, or text passages that have already been published elsewhere are required to obtain permission from the copyright owner(s) for both the print and online format and to include evidence that such permission has been granted when submitting their papers. Any material received without such evidence will be assumed to originate from the authors.

At the article processing charges

The Journal receives no funding from any source and completely depends on Author publication charges for the maintenance on a not-for-profit basis as evidenced by low publication charges as compared to other open access journals. Journal still considers Individual publication fee waiver requests on the grounds of hardship on a case-by-case basis so that fees does not become a hurdle for quality research and scientific publications. Publication fee has to be paid only if your article gets accepted for publishing. There are no colour figure charges.

Copyright transfer form

Submission of a manuscript implies that the work described has not been published before; that it is not under consideration for publication anywhere else; that its publication has been approved by all co-authors, if any, as well as by the responsible authorities - tacitly or explicitly - at the institution where the work has been carried out. The Journal or the publisher will not be held legally responsible should there be any claims for compensation. Authors will be asked to transfer copyright of the article to the IJRCOG. If we are not publishing the paper, it releases its rights therein at the time the manuscript is rejected following the editorial/peer review or retracted by the authors. The corresponding author and all co-authors, signs a copyright transfer form at the time of submission of the manuscript. Copyright form can be downloaded from here
